About the Organization

The United States Postal Service Headquarters in Washington DC has an immediate need for an Educational Psychologist to work on a variety of leadership development projects. This is an exciting opportunity to join a dynamic organization that continues to build on its impressive record of best in class talent assessment, development and evaluation programs. You will design, develop, validate and implement complex leadership development and talent management assessment, competency model and evaluation programs and processes.  Identify the impact of education, training and development on individual and organizational performance and conducts analyses of Corporate Succession Planning and leadership development data.

About the Job

 1.   Conducts needs, job, and task analyses; develops research designs and data analysis plans; conducts focus groups; and monitors the quality of assessment and evaluation programs.

2.   Develops, implements, and validates competency models and assessment tools to determine competency, readiness, or qualification.

3.   Conducts complex analyses related to the development, delivery and reporting on Corporate Succession Planning and leadership development results.

4.   Designs, develops, and administers surveys and program evaluations including identifying appropriate target audiences, determining sampling plans, and analyzing the effectiveness of Leadership Development and Talent Management programs and processes.

5.   Prepares technical reports and presents findings to appropriate stakeholders in a manner consistent with academic and professional standards.

6.   Provides technical advice, program guidance, and policy interpretation on all aspects of measurement and evaluation activities and in the conduct of training and development behavioral science research and testing projects.

7.   Designs and delivers training for internal stakeholders on talent management processes.

Job Requirements

 The position requires:

1. Knowledge of Educational Psychology and/or Industrial/Organizational Psychology principles, theories and techniques, including research design, implementation and documentation, sufficient to provide practical business solutions to organizational and employee problems and issues.

 2. Ability to use standard social science statistical analysis packages (e.g., SPSS) sufficient to draw appropriate conclusions from data.

 3. Ability to conduct large scale surveys, including developing the study and sampling plan, collecting and analyzing the data, and reporting the findings.

 4. EDUCATION REQUIREMENT: A graduate degree in Educational or Industrial/Organizational Psychology (or related area of study).

 5. Ability to communicate both orally and in writing sufficient to make presentations, conduct group and individual interviews, and provide technical advice and information on programs, projects, policies and procedures and/or writing instructional or informational materials, technical reports and/or briefing papers.

 6. Knowledge of professional and legal standards, principles and guidelines related to applied Industrial/Organizational Psychology, including employee selection, leadership assessment, training evaluation, and organizational research and data collection protocols, sufficient to serve as an expert witness in legal proceedings.

 7. Knowledge of instructional design including needs assessment, job analysis, test development, program design and evaluation, curriculum design, and practices and techniques for establishing individual and organizational outcome measures.

 8. Knowledge of strategies and concepts used to design, validate and implement leadership assessment tools including 360 degree assessments, managerial assessments, competency models and/or assessment centers.

 9. Ability to plan, organize and coordinate organization-wide research projects, assessment, and/or leadership development projects.
