About the Organization

CPS HR Consulting seeks a journey / mid-level Human Resource professional to perform occupational classification / job analyses for complex client project needs across North America.  The Consultant will be articulate and effective in written and oral communication, have excellent analytical, research, psychometric, and statistical skills, and outstanding problem solving ability.  The Consultant will work collaboratively with CPS HR team members and clients using state-of-the-art technology tools. 

About the Job

The work location for this position may be negotiable.  The Headquarters for CPS HR Consulting is located in Sacramento, California. 

So What's the Job About? 

  • Develop technical, reliable, and quantifiable cognitive and non-cognitive testing instruments for licensure and certification examinations for public sector clients.   
  • Apply theoretical principles and methodologies of psychometrics to create test items which accurately and consistently measure relevant knowledge, skills and abilities.    
  • Conduct job analyses to confirm and quantify KSAs and task statements used in the development of test items. 
  • Work on client projects in the following areas:  employee selection, job analysis/competency modeling, standard setting, assessment centers, promotional examinations, and statistical analyses. May also be involved in other areas such as employee surveys, gap analysis, succession planning, leadership development, performance evaluations, and benchmarking.
  • Assist in the administration of multiple choice examinations and practical and assessment center exercises. 
  • Assist or facilitate subject matter expert panel meetings. 
  • Build and maintain effective relationships with CPS team members and clients.    
  • Intermediate to advanced proficiency using MS Office products to produce written reports, statistical analyses, and presentations. 

Job Requirements


BA degree in Psychology, HR Management, or related field, or Master’s degree in I/O Psychology, Statistics or Educational Measurement.  PhD desired.        


Level 1:  education qualifies for experience.  Level 2:  two+ years professional experience performing job analyses, examination standard setting, exam development, and/or org assessment and design. Experience includes application and interpretation of the Uniform Guidelines on Employee Selection Procedures.   Knowledge of SPSS and survey software preferred.
