APA Council of Representatives

The APA Council of Representatives had their annual meeting on August 3rd and 6th in Washington, DC. All four SIOP representatives were in attendance: Wayne J. Camara, Neal W. Schmitt, Mary L. Tenopyr, and Georgia T. Chao. The issue that will affect most SIOP members was the approved dues increase. Next year, APA dues will increase by $4, from $215 to $219. Other action items were relatively mundane.

CEO Ray Fowler described pressing issues facing APA, including: (a) the slowed growth of membership, (b) the aging of our membership and growing numbers that will be dues-exempt, and (c) staffing shortages in the APA office. Agenda items that Council passed include:

1. Council approved the principle for each Division and State Psychological Association to have at least one seat on the Council of Representatives.

2. Council allocated $25,000 from its 2000 contingency funds to support additional freelancer efforts to supplement, not replace, Public Information Office resources so as to produce and distribute more press releases each week for the rest of 2000, publicizing psychological research published in APA journals.

3. Council approved the continuation of funding for the Public Education Campaign at the current level of $1,000,000 per year as a regular line in the budget with the proviso that the ongoing program assessment be continued and reported to the Finance Committee and Council every 3 years beginning with the period 20022004.

4. Council approved adding $150,000 to the 2001 preliminary budget to fund start-up costs of the Academic Enhancement Initiative activities, and adding $350,000 to the 20022004 budgets for full funding of the Academic Enhancement Initiative.

5. Council reviewed and approved the net worth allocation plan and 20012003 Financial Forecast.

6. Council passed the 2001 Preliminary Budget with a deficit of $191,400 in principle, including the reclassification of the $1,000,000 partnership cash flow (historically referred to as the building subsidy). This 2001 Preliminary Budget shall serve as the framework for the 2001 Final Budget that will be presented to Council for approval in February 2001.

7. Council approved a $4 dues increase from $215 to $219 for the 2001 dues year. Council approved the institution of a practice of increasing APA dues annually by an amount linked to the consumer price index for all urban consumers (CPI-U). This practice will depart from the current practice of raising dues in one substantial increment, every 3 years.
