The Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, seeks to hire a Chief Consulting Psychologist for Examinations to perform professional work in the Bureau of Examinations. The Bureau is responsible for determining how to most effectively evaluate the merit and fitness of candidates seeking municipal employment and for developing, validating, administering and scoring competitive civil service examinations where it has been determined that merit and fitness can practicably be examined by competitive examination. The Chief Consulting Psychologist for Examinations will report directly to the Assistant Commissioner for Examinations, and will: assist in the review of Bureau methodology and procedures relating to job analysis, test development, test validation, and test administration and scoring; recommend changes, as necessary, in methodology and procedures consistent with current best professional practices, applicable Federal, state and local law, and New York State Civil Service Law; advise the Assistant Commissioner for Examinations on relevant issues and practices found in the current psychological literature and employment testing case law; perform psychometric analysis of data pertaining to job analysis/validity research and candidate test performance; train professional staff and update, as necessary, employee training and reference materials; provide additional guidance to professional staff assigned to critical and high profile examinations and projects; and provide input into the Bureau’s ongoing development of computer-based test delivery and scoring systems.

The selected candidate will work at the DCAS offices for up to 2 - 3 days a week, depending on availability and need.

Preferred Skills

Demonstrated knowledge of the requirements of the 1978 Uniform Guidelines on Employee Selection Procedures and professional standards as described in the Standards for Educational and Psychological Testing (American Educational Research Association, American Psychological Association, National Council on Measurement in Education,1999) and the Principles for the Validation and Use of Personnel Selection Procedures (Society for Industrial and Organizational Psychology, 2003), as well as applicable case law.

Active membership in at least one of the following: American Psychological Association, American Educational Research Association, National Council on Measurement in Education, Society for Industrial and Organizational Psychology.

Additional Information

Applicants must have a doctoral degree in Industrial/Organizational Psychology, Educational Measurement, or a closely related field, as well as ten plus years of satisfactory full-time professional experience developing and validating public and private sector employee selection tests. Experience serving as a testing expert in litigated cases involving professionally validated employment tests and their use in making hiring/promotion decisions is strongly preferred.

Note:

Duration of employment for anyone appointed to this title, who works more than 20 hours per week, will be limited to 65 consecutive work days in any 90 calendar day period.
