About the Job

Abt Associates seeks a Learning Consultant in our Human Resources Department. The Learning Consultant follows instructional system design (ISD) process to design and develop instructor-led professional development programs and ensures clear implementation processes. The candidate will play an important role in creating appropriate learning and talent development solutions. The candidate will: work closely with team members and internal subject matter experts to develop content, repurpose instructor-led training (ILT) to eLearning and virtual learning platforms, and acquire content where appropriate; manage all aspects of Learning and Development (L&D) – from front-end assessment and program design to course development, program implementation and evaluation; manage the Career Development function and system; work with a team to publish and update L&D calendar and newsletter; provide ongoing communication of programs to the organization; meet with stakeholders to refine offerings; and support website content design and Learning Management System (LMS) management.



Principal Duties and Responsibilities


  • Work with division leadership to assess training needs and suggest appropriate development solutions.
  • Translate performance requirements and training and development needs into appropriate, cost-effective learning and development interventions that support the effectiveness of the individual and the organization.
  • Design and implement instructor-led and online L&D programs and processes in collaboration with training colleagues, HR Managers and subject matter experts.
  • Manage the process of updating existing instructor-led courses.
  • Manage various Professional Development initiatives (e.g., Corporate Mentor Program, Career Development function and system, Toastmasters, etc.).
  • Provides administrative support to the professional development team; manages the Learning Management System (LMS), schedules and advertises course deliveries; updates and posts course calendar to Abt’s intranet; manages the quarterly update of the course catalog; runs ad-hoc training reports; and performs other tasks as-needed.

Knowledge, Skills and Abilities


  • Functional knowledge of government consulting business and customers.
  • Knowledge of adult learning theory and instructional design, assessment processes, and action learning theory.
  • Experience with learning technologies.
  • Knowledge of performance consulting and behavior change theory.
  • Familiarity with competency development strategies.
  • Excellent oral and written communication skills.
  • Strong project management skills, including managing multiple projects simultaneously with a strong results/goal-orientation.
  • Excellent interpersonal and influencing skills and the ability to work effectively with a wide range of stakeholders.
  • Ability to make decisions and operate independently with respect to moderately complex issues and business requirements with a moderate degree of corporate exposure.
  • Ability to thrive in a changing environment and deal with ambiguity.
  • Ability to work closely with others as part of a team while being able to take full responsibility for a task.


Other Qualifications


  • Bachelor's degree required and Master’s Degree in Instructional Design, HRD or OD strongly preferred.
  • Five to seven years' experience designing and developing instructor-led programs in various subject areas, including project management, leadership (management development), business development, general employee development and assimilation programs required.
  • Knowledge of NGO or government consulting industry preferred.


Minimum Qualifications 


5 – 7 years of experience OR the equivalent combination of education and experience.
