Antoinette Tull is a national Public Safety HR Strategist, Facilitator, Career Coach, and Executive Search Consultant. She is the Founder and CEO of Hurtle LLC, a strategic HR advisory firm that partners with public safety agencies and mission-driven organizations nationwide to strengthen leadership pipelines, modernize workforce practices, and prepare leaders for executive roles.

With more than 25 years of experience, Antoinette has coached and advised public safety leaders, municipalities, and emerging executives across policing, fire, emergency communications, and related sectors. Her work focuses on executive readiness, leadership development, recruitment and retention, and psychologically safe workplace cultures, blending deep HR expertise with a practical, human-centered approach.

Earlier in her career, Antoinette served as Chief of Human Resources for the Richmond Police Department, where she led full-scope HR operations and helped lead recruitment and retention efforts that increased representation throughout the organization, surpassing national averages at the time. She also partners with the Police Executive Research Forum on executive searches for chiefs of police and command-level leaders nationwide and is a sought-after facilitator and speaker on leadership, workforce strategy, and organizational culture in public safety.

Antoinette studied Human Resource Management at the University of Richmond and holds several professional certifications, including PHR, SHRM CP, HRPM, and DEI credentials. She serves on the 30×30 Initiative Advisory Board, the Urban League of Greater Richmond, the Henrico County Police Personnel Board, and the Chesterfield County Personnel Appeals Board, bringing both practitioner experience and strategic insight to conversations on leadership, workforce culture, and organizational effectiveness in public safety.
