James Lamar Foster, Ph.D. is a Senior Data Scientist on the People Analytics team at the Gates Foundation, where he leads the organization’s continuous listening strategy and a foundation-wide initiative to diagnose and measure organizational complexity. His work helps executives and senior leaders translate employee experience, listening, and labor cost insights into decisions on organizational design, manager effectiveness, and ways of working.
Dr. Foster is the lead developer of the Complexity Compass, a research-backed diagnostic framework that establishes an empirical baseline for decision-making friction, role clarity, and cross-functional coordination. His central argument: employees don’t struggle because work is complex — they struggle when complexity that shouldn’t exist goes unaddressed, or when necessary complexity isn’t matched with the clarity, coordination, and support people need to navigate it.
He holds a Ph.D. in Education Policy, Organizations, and Leadership from the University of Washington, where he also teaches graduate coursework at the Information School. His scholarly record includes peer-reviewed publications, over 20 technical reports, and more than 30 conference presentations.
Dr. Foster serves on the boards of two Seattle-area organizations — Perinatal Support Washington and Denkyem. In his free time, he enjoys spending time with his family and cheering for Manchester United FC.
