Report of the August 2003 Meeting of APA Council of Representatives

The APA Council of Representatives met on August 6th and 10th in Toronto. The meeting opened with a discussion of APAs financial position, which has improved markedly in the last 6 months. As a result of staff reductions, cost savings (e.g., fewer committee meetings) and refinancing, APA has turned the previous years multimillion dollar deficits (over $6 million over 20012002) into a small projected surplus in 2003 and 2004. The 2004 budget projects revenues of over $86 million and a surplus of slightly over $400K.
Robert Sternberg used his presidents report to give an extended PowerPoint presentation of his theory of leadership, which he suggested Council adopt. Time constraints apparently prevented him from presenting supporting data.
Council passed a motion clarifying organizational rules regarding the promulgation of guidelines by divisions. Because divisions are recognized as parts of a broader organization, APA rules require that guidelines published by divisions be reviewed and approved by APA prior to their promulgation. This modification and streamlining of APA rules was directly relevant to actions taken with regard to the revision of the SIOP
Principles.
SIOP has been working for several years to revise the Principles for the Validation and Use of Personnel Selection Procedures.
The final step in this process is consideration by Council. Our original motion was to ask Council to approve the
Principles with a statement that they represented SIOP policy, not necessarily APA policy. In the spirit of the motion discussed above, SIOP supported a substitute motion proposed by the Board of Directors that Division 14 would promulgate the
Principles for the Validation and Use of Personnel Selection Procedures, 4th Edition
as APA Policy (this does not limit our copyright or our presentation on the
Principles as a SIOP document; acceptance of the SIOP Principles as APA policy arguably extends their reach and effectiveness). An amendment asking that the
Guidelines on Multicultural Education, Training, Research, Practice, and Organizational Change for Psychologists
(published in American Psychologist, 2003, Vol. 58, No. 5, pp. 377402) be referenced in the
Principles was accepted, and the motion was to promulgate the Principles was approved by Council.
Nine new SIOP Fellows were approved as initial Fellows of the American Psychological Association,
Adrienne Colella, Jeff Edwards, Herbert Heneman III, Todd Maurer, Cynthia D. McCauley, Lynn R. Offerman, Belle Rose Ragins, Craig J. Russell,
and Sandra J. Wayne. All of our other new SIOP Fellows are either already Fellows of APA or are not currently members of APA, and therefore not eligible for consideration as APA Fellows.
